Curriculum

Andrea Guerrini è Componente dell’Autorità di Regolazione per energia reti e ambiente (ARERA), Presidente dell’Associazione dei regolatori europei del servizio idrico (WAREG),Delegato ARERA  del Network of Economic Regulators (NER) presso l'OCSE e professore del Dipartimento di Economia Aziendale dell’Università di Verona, in congedo obbligatorio dal momento della nomina in ARERA. Ha un’esperienza decennale sui servizi pubblici ed in maniera specifica sul servizio idrico integrato, tema sul quale ha all’attivo numerose pubblicazioni su importanti riviste scientifiche internazionali, per le quali è stato anche Editor (Water Resources Management, Sustainability, Water, Journal of Cleaner Production, Water Policy). Nel 2014 ha scritto una monografia internazionale dal titolo “Water Management in Italy: Governance, Performance & Sustainability”; nel 2018 ha scritto un libro intitolato “Management delle Aziende del Servizio Idrico. Manuale operativo per la gestione e il controllo”, edito da FrancoAngeli. Ha partecipato a numerosi progetti di ricerca finanziati dalla UE (Life e H2020) e da altri enti dedicati ai seguenti temi: incentivi per il recupero di materie prime dai fanghi di depurazione; gestione delle risorse idriche nelle isole minori; management delle water utilities in Europa; il modello cooperativo per la gestione del servizio idropotabile. Ha collaborato con numerose aziende idriche sui temi della regolazione tariffaria, del controllo di gestione, della rendicontazione socio-ambientale e del benchmarking. Recentemente ha progettato il modello tariffario del servizio idropotabile della Provincia Autonoma di Bolzano, improntandolo al recupero di efficienza, alla crescita degli investimenti ed al sostenimento delle utenze deboli, prevedendo il completo reinvestimento degli eventuali utili maturati dalle aziende. Ha ricoperto il ruolo di presidente del consiglio di amministrazione di una azienda del servizio idrico. Nel 2014 ha co-fondato il centro studi universitario WaMaTeRC (Water Management & Technology Research Center). È stato membro del gruppo di lavoro di Economia e Statistica del International Water Association.

Variables of efficiency in the management of public utilities Study of operational and environmental variables that influence the efficiency of local public service management companies, in particular with regard to the management of water services, the management of water purification and the management of waste collection. Among the determinants can be recognized the ownership structure, the company size, the population density served, the degree of vertical integration and the type of user served. Measuring and reducing the environmental impacts of wastewater treatment Study of the environmental impact of the wastewater treatment service, considering the tools for measuring the energy costs of the treatment plants of these waters, aimed at seeking greater efficiency. The method adopted is the double bootstrap analysis, employed to defining the variables with a significant influence on the system and to be used as control indicators in the design of the monitoring the costs and the energy expenditure of the water services. Governance in water services Study of the European water cooperatives for the evaluation of the possible differences in performance between the operators organized in the form of a cooperative and those with a more "traditional" governance, such as the municipal companies, the joint-stock companies with private partners, the private public partnerships (PPP). The performance measures observed are, among others, the tariff, the planned and realized per capita investments, the ability to collect financial resources from banks and other lenders. Analysis of the corporate governance models of European water cooperatives, mapping some of the main decision-making processes. Extension of the cooperative model applied to water services to other European countries or regions, in addition to those in which it is already widespread, identifying any conditions necessary for its adoption.
